[Tweener] preloading tweener

I'm working on a project that requires I use internal preloaders.   
While Tweener is relatively lightweight (a little over 13k according  
to my bandwidth profiler), I'd like it to load anywhere other than  
frame 1.  I've set the File > Publish settings of Flash to "export  
classes on frame XX", where XX is a frame of my choice, but Tweener  
still loads on frame 1.

I've moved all event handlers that call Tweener off frame one, and  
even tried moving the "import" statement around, but nothing works.

Any ideas??  If this can't be changed, will it be an option in a  
future release?
