[Tweener] pulsing an tween back-forward

The actual draft is a bit long winded for me to post here, but basically 
it's adding options to create sequences of tweens (without having to 
resort to delays), and the ability to automatically loop them (make them 
restarting, or yo-yoing them, going back and forth in values). Most of 
the work was done by Arthur Debert and some of that was actually 
written. It's not all merged though and pending some bigger reviews of 
the whole project.
